Buller District Council

Rates Overhaul Timeline Extended

3rd February, 2015

The Buller District Council will defer the introduction of any possible new rating system until 01 July 2016.

The Chair of the Council’s Rates Overhaul Committee Councillor (Cr) Lynn Brooks says that the Council has listened to those ratepayers who have asked for Council to take more time to understand all implications of any new rating proposal.

While it will require alteration by an official Council resolution those Councillors who attended the submissions hearings have indicated that they would like to have the proposed 20% public good for water and sewerage removed.

“There is a lot more work to be undertaken as submissions have highlighted at least a dozen issues that will require further investigation. We will take a breather for now on rates and our priority will continue to be building a new Long Term Plan” comments Cr Brooks. Once the Long Term Plan is completed by the end of June 2015, Council will then continue to consult on the rating system.

The deferment will mean that rates will continue to be calculated on the basis of Land Values and the existing 44 differentials in the meantime.  The rates issue has heightened the public interest in Council’s policies and operation and we hope this will continue through the Long Term Plan process.

We now know so much more than when we started the Rates Overhaul public forum programme last August.

We want to do it once and do it right. We want any changes to be fair and robust and capable of lasting for decades. We totally agree it is not the amount of time we take in getting it right, but making sure we do actually get it right.

I really do want to thank those who took the time to read all the publications, attend the meetings, and make submissions, comments Cr Brooks. Whatever is finally decided we all benefit from those efforts. Every councillor has remarked there has been much to admire about the depth and quality of the submissions received and they appreciate the decorum shown by all those who spoke to their submissions.
