CONSENT SOUGHT: Proposed land use activity to establish and operate a luxury lodge and visitor accommodation development, named ‘Punakaiki Wild’. The proposed development involves a luxury lodge (comprising a restaurant, bar and spa facility), 15 self-contained accommodation cabins, a worker accommodation building, a lodge support/utility building, along with associated access, parking, infrastructure, earthworks and vegetation clearance, staged ecological restoration planting (comprising approximately 10.3ha of active regeneration) and areas of passive regeneration throughout the site. The proposal includes works within the State Highway 6 legal road reserve to upgrade access to the site from State Highway 6.
The proposal requires overall noncomplying activity consent under the Buller District Plan for the establishment and operation of a commercial activity within the Paparoa Character Area, and breaches of rules relating to earthworks, access, traffic generation and hazardous substances (storage and use of LPG bottles).
The proposal is also in breach of Paparoa Character Area standards relating to boundary setbacks, maximum gross ground floor area of a building, and activities within 50 m of the Mean High Water Springs (MHWS) Mark.
The proposal requires discretionary activity consent under the Proposed Te Tai o Poutini Plan for approximately 50 m2 of indigenous vegetation clearance (associated with internal access track and building development) in the coastal environment.

How to make a submission
The application (and supporting information including an Assessment of Environmental Effects and further information) may be examined at the office of the Buller District Council, 6 Brougham Street, Westport, during normal office hours or on the website.
Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that:
(a) adversely affects the environment; and
(b) does not relate to trade competition or
the effects of trade competition.
If you wish to make a submission on this application you may do so by sending a written submission to the Buller District Council on the specified form. This form can be obtained from the website or Council’s offices.
The submission must be dated, signed, and include the following information:
- Your name and postal address and telephone number and/or fax number and e-mail address (if applicable).
- Whether you support or oppose the application or are neutral.
- Details of the application in respect of which you are making the submission, including the applicant, application number, activity and location.
- The reasons for making your submission.
- The decision you wish the Consent Authority (the Councils) to make.
- Whether you wish to be heard in support of your submission.
A person who makes a submission shall send a copy of it to the Applicant at the address shown above as soon as reasonably practicable after serving the submission on the Consent Authority.
