Proposed land use activity to establish and operate a luxury lodge and visitor accommodation development, named ‘Punakaiki Wild’. The proposed development involves a luxury lodge (comprising a restaurant, bar and spa facility), 15 self-contained accommodation cabins, a worker accommodation building, a lodge support/utility building, along with associated access, parking, infrastructure, earthworks and vegetation clearance, staged ecological restoration planting (comprising approximately 10.3ha of active regeneration) and areas of passive regeneration throughout the site. The proposal includes works within the State Highway 6 legal road reserve to upgrade access to the site from State Highway 6.

The proposal requires overall noncomplying activity consent under the Buller District Plan for the establishment and operation of a commercial activity within the Paparoa Character Area, and breaches of rules relating to earthworks, access, traffic generation and hazardous substances (storage and use of LPG bottles).

The proposal is also in breach of Paparoa Character Area standards relating to boundary setbacks, maximum gross ground floor area of a building, and activities within 50 m of the Mean High Water Springs (MHWS) Mark.

The proposal requires discretionary activity consent under the Proposed Te Tai o Poutini Plan for approximately 50 m2 of indigenous vegetation clearance (associated with internal access track and building development) in the coastal environment.
