Council’s committee structure and meeting schedule to be discussed
Following feedback from councillors, Buller District Council is due to table a refreshed governance structure to improve decision-making, transparency, and community engagement at next week’s full council meeting.
Key changes that have been proposed include a new Community Committee overseeing grants and subcommittees, and the establishment of a Regulatory Hearings Committee to manage statutory hearings more efficiently.
Mayor Chris Russell says: “The Risk and Audit Committee’s structure and reporting requirements have been revised to strengthen internal controls and enhance transparency.”
The refreshed structure is designed to allow for more streamlined council meetings, ensuring that finance matters are given appropriate focus at full council meetings rather than being dealt with primarily by the Risk and Audit Committee (RAC). These changes reflect best practice and recommendations from the Auditor General, strengthening governance and aligning with national standards.
“The committee will continue to operate with an independent chair. Councillor Dave Hingston is currently acting as the interim chair of this committee until an independent chair can be appointed.”
It is also recommended that an independent chair leads the District Licensing Committee, aligning with national best practice under the Sale and Supply of Alcohol Act and supporting impartiality in decision-making on alcohol licensing matters.
Mayor Russell continues: “The proposed 2026 council meeting calendar introduces two dedicated days per month for council meetings and workshops, with start times designed to support elected member availability, health and safety and travel requirements.
“Feedback from councillors travelling from further away, as well as those who had indicated other commitments has been sought and incorporated into the proposed changes. This ensures meeting times better reflect the needs of councillors, while also keeping our community well informed about when council business is taking place.”
The option for councillors to attend meetings remotely will remain, ensuring accessibility for elected members regardless of their geographic location. The livestreaming of meetings and workshops on council’s YouTube channel will also continue.
