Media Release: Westport Water Tender – Pre-Award Phase

Council resolved unanimously at Wednesday night’s Council meeting to proceed into ‘pre-award’ phase before confirming the successful contractor.

This important decision by Councillors now allows the project team to commence:

  • Due diligence – ensure appropriate controls are in place for critical issues identified during the evaluation
  • Contract negotiations – confirmation of tenderer’s proposal details and opportunities for value add

Both aspects are part of Council’s normal risk management process before committing to a project of this significance and complexity.

All tenders received and evaluated clearly met the project objective and therefore remain in the running. Should there be any technical concerns found in this next phase, that tender will be duly eliminated.

Mike Duff says “Council were fortunate to receive three excellent proposals. The contract will be awarded on merit to the one who can demonstrate the best long-term community outcome”.

The pre-award phase is expected to take only a matter of weeks, and so Council remain on-track to announce a project start in December. Completion date will depend on who wins the contract, but in any case will be within 12 months.

“I would like to thank our Councillors for providing the mandate and approvals to progress into implementation stage. We have examined in considerable detail every reasonable option for a gravity flow solution”.

The excellent performance of the current pumped system has allowed Council the time to carefully consider what is best for the future of Westport, especially in terms of resilience and ongoing costs.

Thanks to the efforts of Council and WestReef, the reservoir levels have averaged 96% since the ‘fix the water’ initiatives began around 12 months ago. The pumped system has proven to be a legitimate and reliable back-up option.

“We won’t take anything for granted, and we’re certainly not resting on our laurels with dry spells and holiday seasons ahead. However, we are confident that we are on the right track” says Mr Duff.
