Council’s Draft 2020/2021 Annual Plan

About

Every year around this time, Buller District Council releases its draft Annual Plan for community consultation on its planned activities and associated budgets for the next financial year.

During the consultation period our community has the opportunity to provide feedback on Council’s plans and budgets by making a submission on the draft Annual Plan. The consultation period for the draft Annual Plan for 2020/2021 is now open with submissions being accepted until 4.30pm Friday 29 May 2020.

After the submission period closes your elected representatives (Councillors) meet and deliberate on the merit of the submissions received. Once your Councillors have reached agreement on appropriate changes to activities and budgets, the Annual Plan is confirmed (adopted) and the staff at Council get on with delivering that plan

What is a submission?

A submission is written feedback and all submissions will be presented to all Councillors so that they can consider the community’s thoughts while they deliberate the plan and budget.

Submissions close at 4.30pm on Friday 29 May 2020.

How to make a submission

You can make a submission by

1) Online – use this link https://www.surveymonkey.com/r/2020-21Annualplan

2) By printing the submission form and putting it in the letter box at the front of Council’s office at Brougham House, Brougham St, Westport or the Red Post box at the Service Centre in Reefton.

3) By printing the submission form and posting it to Buller District Council, P O Box 21, Westport 7866. Please note this option is only available if postal services are operating under whichever alert level we are in during the Covid-19 pandemic.

Key dates and activities

29 May – Submissions close

8 June – Councillors receive copies of all submissions

11 June – Councillors hear submissions and deliberate

  • People who make a submission can choose to speak about their submission to full Council. This request must be requested at the time of lodging a submission. A request to speak is on the submission form. Date and time slots will be allocated to these people.

19 June – Councillors make final changes to the draft Annual Plan

24 June – Council adopts the final Annual Plan for 2020/2021

Community Reference Groups

Community Reference Groups made up of volunteers across our district have been established to help get the word out that Council’s draft Annual Plan is available for review and to encourage people to read it. They can provide information about how submissions can be made. In some cases, a CRG member may make a personal submission and/or collate a submission on behalf of a group they represent.

CRGs serve as channels through which key messages, information, and submission forms can be directed. They operate as transparent, representative, and accessible forums.

The individuals in these groups represent various interest groups that make up our community and include a variety of ages from young to senior.

CRGs provide a forum for active community and stakeholder involvement to enhance communication between the community and Council by:

  • Enabling two-way conversation between Council and its community.
  • Encouraging a broad range of representatives to participate.
  • Providing a community perspective.
