Media Release- Boost for Project Delivery

Council will be engaging the services of Mr Glenn Irving of CGW (Cameron Gibson & Wells Limited) to drive improved delivery of capital works projects.

CGW provide professional capability across all engineering disciplines with extensive experience working with local councils.

Following a recent restructure of the Assets & Infrastructure team, a new Projects & Contracts function has been established within Council.

Group Manager, Mike Duff says, “Our new structure will allow us to better serve the community by delivering improved project outcomes. This is one of our key focus areas for the LTP.”

“The purpose of Projects & Contracts is to ensure value-for-money objectives are achieved for capital works in terms of scope, budget, schedule, quality and service levels” says Mr Duff.

The new function will be led by Mr Irving, who is well known to the district through his involvement with Buller Recreation (PERC), Buller Cycling Club and many other community interests and achievements.

With an honours degree in engineering and proven leadership skills, Mr Irving brings the ideal mix of technical qualifications, practical construction experience and local knowledge.

Council’s guideline for Major Project Delivery has already been developed by Assets & Infrastructure and provides the framework for target strategies.

Key stages of project delivery will follow a proven lifecycle process of initiation, planning, implementation and closeout. Procurement and contract administration systems are also incorporated.

Since project delivery costs are capitalised as part of the total capital budget, there will be no impact to rates or operational costs.

This is a significant strategic move to ensure the capital works programs approved in Council’s Annual Plans are appropriately structured and resourced.

“The benefits will be immense in terms of added value, efficiency and quality of projects delivered on behalf of our community” says Mr Duff.

“Successful projects are all about proper planning and implementation. It is a major boost to have someone of Glenn’s calibre and track-record on-board. With the support of CGW, we will be setting new standards for the Buller district” says Mr Duff.

Mr Irving will formerly commence his new role with CGW in early December, and will provide part-time project management assistance to Council in the interim.
