Council Management

The Council staff is headed by a Chief Executive, who oversees a management team consisting of the managers of the three Council operational areas – Community and Environment, Assets and Infrastructure, and Corporate Services.

Interim Chief Executive

Keith comes with considerable local government experience in senior roles, as well as having worked across both commercial- and public-sectors.

“Transition periods between Chief Executives can sometimes be uncertain for all concerned,” says Keith. “I enjoy helping people and organisations manage through sometimes difficult situations like these. From my perspective, this is a great opportunity to be involved in helping the Mayor and Council through to having their new Chief Executive in place.  I am looking forward to working with the Mayor, Councillors, and staff of Buller District Council to make that period go as smoothly as is possible.”

Keith is a past Chief Executive of both Nelson and Hamilton City Councils and has also held various senior roles such as being the Chief Executive of Grow Wellington and Deputy Chief Executive of New Zealand Qualifications Authority (NZQA). In previous ‘lives’ he has owned Thrifty Rental Cars NZ, managed the last nationwide health reforms and participated in the NZ-China FTA negotiations.

In his most recent role, Keith was the Chief Executive of Careers New Zealand in which role he oversaw a massive organisational transformation across all delivery, strategy, and financial results through achieving the single biggest lift in staff engagement in NZ’s history. Since then, Keith had thought that he had managed to retire!

Mike Duff
Group Manager Assets and Infrastructure

Mike was born in NZ before moving to Australia in 1980. Having tertiary qualifications in engineering, a career in project management followed major infrastructure projects around the world. With executive experience in the private sector, Mike moved into Local Government, leading business units delivering asset renewal and capital works programs. With a passion for organisational development and continuous improvement, Mike brings a wide range of skills, knowledge and strategic thinking to the role. Mike was appointed Group Manager  Assets and Infrastructure in November 2016.

Rachel Townrow
Group Manager Community and Environment

Rachel grew up in Westport and has always considered Buller to be home. She has worked for the Buller District Council since 2007, first as Community Services Officer and then as Policy Planner and Team Leader Planning and Policy. She has a bachelor of laws and a bachelor of arts in mass communications and political science. Rachel was appointed Group Manager Community and Environment in July 2018.

Dean Phibbs
Group Manager Corporate Services

Dean was born in Westport, he has a degree in Accountancy and is a qualified Chartered Accountant. Dean was formerly Council’s Financial Accountant and was promoted to the role of Group Manager Corporate Services in July 2016.
